It was 100% the PCF's fault. The issue was the PCF being unable and seemingly unwilling to move the funds and they were extremely reactive. That's why the Polkadot Anemoy funds are now deployed despite EVM drama after tedious dealing with the PCF from multiple parties ourselves included.
