This generator basically proposes a chain metadata, and generates a typed interface in Solidity, so that Solidity developers can use these libraries to ensure they are calling the pallet functionality with correctly encoded inputs. This is an area that should be explored, as highlighted in Donald's comment. But I find the overall ask of $42K a bit too high for this effort. I would be welcoming this proposal at ≤$25K range.
